ABSTRACT

The global COVID-19 pandemic resulted in many jurisdictions implementing orders restricting the movements of people to inhibit virus transmission, with recreational angling often either not permitted or access to fisheries and/or related infrastructure being prevented. Following the lifting of restrictions, initial angler surveys and licence sales suggested increased participation and effort, and altered angler demographics, but with evidence remaining limited. Here, we overcome this evidence gap by identifying temporal changes in angling interest, licence sales, and angling effort in world regions by comparing data in the 'pre-pandemic' (up to and including 2019); 'acute pandemic' (2020) and 'COVID-acclimated' (2021) periods. We then identified how changes can inform the development of more resilient and sustainable recreational fisheries. Interest in angling (measured here as angling-related internet search term volumes) increased substantially in all regions during 2020. Patterns in licence sales revealed marked increases in some countries during 2020 but not in others. Where licence sales increased, this was rarely sustained in 2021; where there were declines, these related to fewer tourist anglers due to movement restrictions. Data from most countries indicated a younger demographic of people who participated in angling in 2020, including in urban areas, but this was not sustained in 2021. These short-lived changes in recreational angling indicate efforts to retain younger anglers could increase overall participation levels, where efforts can target education in appropriate angling practices and create more urban angling opportunities. These efforts would then provide recreational fisheries with greater resilience to cope with future global crises, including facilitating the ability of people to access angling opportunities during periods of high societal stress. ABSTRACT

First, this paper defines the definition and classification of recreational fishery. Second, the paper analyzes the present situation of recreational fishery from production scale, growth rate, proportion of annual output value of fishery and industrial structure, then discusses the development opportunities of recreational fishery in terms of policy, economy, culture and technology. Third, the paper analyzes the problem of recreational fishery in terms of the talent, the ability to bear risk, the influence of COVID-19. Finally, the paper discusses the high quality development mode of recreational fishery in China against the background of industrial integration. The research showed:the production scale of recreational fishery increased, the growth rate of recreational fishery declined but higher than the annual output growth rate of the total annual output of the fishery, proportion of annual output value of fishery increased steadily, and the structure of recreational fishery developed steadily, guided by recreational fishing and collecting industry and tourism-oriented recreational fishery, supplemented by fishing tackle, bait ornamental fish, fishery medicine, aquatic equipment, other related industries, ornamental fish industry developed rapidly. At present, recreational fisheries has a series of opportunities such as self-advantages, government policy support, good external economic environment and cultural environment, good facilities and technology. At the same time, recreational fishery facing a series of challenges such as shortage of talents, the ability to bear risk is limited and the shock of COVID-19. Finally, The paper proposes the three-dimensional mode of recreational fishery developing in high quality based on industrial convergence to promote the long-term, steady and high-quality development of recreational fishery.

ABSTRACT

We propose a novel approach for modeling capture-recapture (CR) data on open populations that exhibit temporary emigration, while also accounting for individual heterogeneity to allow for differences in visit patterns and capture probabilities between individuals. Our modeling approach combines changepoint processes—fitted using an adaptive approach—for inferring individual visits, with Bayesian mixture modeling—fitted using a nonparametric approach—for identifying clusters of individuals with similar visit patterns or capture probabilities. The proposed method is extremely flexible as it can be applied to any CR dataset and is not reliant upon specialized sampling schemes, such as Pollock's robust design. We fit the new model to motivating data on salmon anglers collected annually at the Gaula river in Norway. Our results when analyzing data from the 2017, 2018, and 2019 seasons reveal two clusters of anglers—consistent across years—with substantially different visit patterns. Most anglers are allocated to the "occasional visitors” cluster, making infrequent and shorter visits with mean total length of stay at the river of around seven days, whereas there also exists a small cluster of "super visitors,” with regular and longer visits, with mean total length of stay of around 30 days in a season. Our estimate of the probability of catching salmon whilst at the river is more than three times higher than that obtained when using a model that does not account for temporary emigration, giving us a better understanding of the impact of fishing at the river. Finally, we discuss the effect of the COVID-19 pandemic on the angling population by modeling data from the 2020 season. Supplementary materials for this article are available online.

ABSTRACT

The socio-cultural, economic, and environmental conditions of the world are changing rapidly and recreational fisheries will have to adapt to the uncertain future. Key research areas include assessing the sustainability of recreational fishing in response to climate change, ongoing biodiversity decline and changing social values. In this context, technological advances and digitalization can play a major role in advancing recreational fisheries. We evaluated the contributions of research that was presented at the 9th World Recreational Fishing Conference relative to 100 key research questions identified for recreational fisheries in 2020. Given that the 9th WRFC happened in the midst of the COVID-19 pandemic, we additionally synthesise impacts of COVID-19 on recreational fisheries. We found that the majority of contributions focused on resource monitoring and catch and release, while less attention was dedicated to governance, management-stock and habitat enhancement, and threats to sustainability. Rapid technological advances represent both a challenge (e.g., difficulty in management response), but also an opportunity for recreational fisheries (e.g., hyper connectivity of digital platforms for communication). Science is helping recreational fisheries to adapt and remain resilient to rapid social and environmental uncertainties, but this knowledge must be incorporated into governance structures and resource allocation strategies to ensure effective implementation. © 2023 Elsevier B.V.

ABSTRACT

In Opinicon Lake, Ontario during two non-pandemic years (2019 and 2022) the hook-wounding rates from recreational angling observed among nesting male largemouth bass Micropterus salmoides (LMB), and nesting male smallmouth bass Micropterus dolomieu (SMB), were quite high, but typical of those observed in the lake over the last 20 years of monitoring. That level of illegal, preseason angling resulted in very low percentages of both LMB and SMB nesting males being successful at raising their broods to independence, rates comparable to those observed for this lake in previous years. In 2020 and 2021, amid the COVID-19 pandemic, however, access to fishing in Ontario was severely limited during the bass spawning season, which serendipitously provided a natural “whole-lake bass spawning sanctuary” to study. Not surprisingly, the hook-wounding rates for nesting male LMB and SMB in Opinicon Lake were the lowest rates ever observed over the last 30 + years. Concomitantly, the percentage of nesting male LMB and SMB that were successful at raising their broods to independence was approximately 3–4 times greater than that in the non-COVID years. Not unexpectedly, those increases in nesting success translated to similar increases in LMB and SMB reproductive success (production of post parental care, independent fry). More importantly, those increases further resulted in large increases in the annual recruitment of both LMB and SMB. This unanticipated COVID-driven experiment revealed that using bass spawning sanctuaries would be more efficient than closed seasons as a management strategy to conserve levels of black bass annual recruitment.

There has been a recent flurry of publications describing the potential effects of the COVID-19 pandemic on both commercial and recreational fisheries. As of yet, studies have only provided insights from researchers or industry experts detailing perceived consequences, or from survey data indicating modifications in angler activity levels and behaviours. Using real recreational fisheries data from an ongoing radio telemetry study (2018-present), we explored changes in the relative exploitation rates of rainbow trout (Oncorhynchus mykiss; Walbaum 1792) in the Saugeen River, Ontario, a tributary to Lake Huron, before compared to during the pandemic. Restrictions on site access that affected the implementation of important management activities that usually support this popular fishery are also discussed. During the initial phase of complete public lock-downs imposed during spring 2020, angler exploitation rates decreased to half that reported prior to the pandemic. Fishway operations were temporarily suspended and hatchery efforts were interrupted. Once restrictions began to ease in fall 2020, there was an eight-fold increase in overall exploitation rate and a four and a half-fold increase in harvest rate compared to seasons prior to the pandemic. While the full impact of the ongoing pandemic on the Lake Huron fishery is not likely to be fully realized for several years, the potential effects on future return run sizes may need to be considered by fisheries managers monitoring trends in population escapement.

ABSTRACT

Recreational sea angling is an important recreational activity in the United Kingdom with around 1.6% of adults participating and a total economic impact of around 1.5 pound billion each year. There are positive impacts of angling on physical health and mental well-being. The COVID-19 pandemic resulted in several national lockdowns in the UK, which along with additional local restrictions and personal circumstances due to the pandemic, have impacted people's ability to fish. Angling was not allowed in the UK for some of the first lockdown (March to May 2020), and further restrictions were implemented subsequently that varied between the countries and regions. The impact of COVID-19 on the participation, effort, physical activity, and well-being of UK sea anglers remains unknown. A panel of UK sea anglers, which record their activity and catches as part of the Sea Angling Diary Project, were surveyed to assess changes in sea angling participation, physical activity, mental well-being, and expenditure between 2019 and 2020. We compared the sea angling effort and catches of the diary panel between 2019 and 2020. We found reduced sea angling effort in the panel, including sessions and catches, between 2019 and 2020, with the largest impact being in April 2020. We found that there was a significant reduction in expenditure during April 2020 with 64% of respondents spending less on sea angling than in a typical April. In total, 67% of respondents reported reduced happiness and 45% were less active due to sea angling restrictions. Using a general linear model, we found that even though anglers said that being able to go fishing has resulted in high World Health Organization Five Well-being Index scores, other factors also had significant effects. These included: age;physical and mental health status;angling activity;travel to fish during COVID-19;and whether they fished in July 2020. Of those who responded, 66% classified themselves as at either high or moderate risk to COVID-19. This work has shown that COVID-19 has negatively affected marine recreational fisheries in the UK, and not being able to go sea angling has negatively impacted participation, effort, physical activity and well-being.

ABSTRACT

The COVID-19 pandemic and corresponding public health mitigation strategies have altered many facets of human life. And yet, little is known about how public health measures have impacted complex socio-ecological systems such as recreational fisheries. Using an online snowball survey, we targeted resident anglers in Ontario, Canada, to obtain preliminary insights on how the pandemic has impacted recreational fishing and related activity. We also explored angler perspectives on pandemic-related restrictions and other aspects of fisheries management. Our results point to the value of recreational fisheries for the mental and physical well-being of participants, as well as the value and popularity of outdoor recreation during a pandemic. Although angling effort and fish consumption appeared to decline during the early phases of the pandemic, approximately 21 % of the anglers who responded to our survey self-identified as new entrants who had begun or resumed fishing in that time. Self-reported motivations to fish during the pandemic suggest that free time, importance to mental and physical health, and desires for self-sufficiency caused some anglers to fish more, whereas a lack of free time, poor or uncertain accessibility, and perceived risks caused some anglers to fish less. Respondents also expressed their desires for more clear and consistent communication about COVID-19 fishing restrictions from governments, and viewed angling as a safe pandemic activity. Information on recreational angler behaviours, motivations, and perspectives during the pandemic may prove valuable to fisheries managers and policy makers looking to optimize their strategies for confronting this and other similar crises.
